Taiwan's Ministry of Finance ("MOF") issued an announcement to initiate its antidumping investigation on "Offset printing plate" from China on May 25, 2023. We hereby summarize the MOF announcement as follows. The deadline for any company at issue to express an intention to be involved in the investigation for the purpose of obtaining individual tax rate is June 13, 2023. To obtain individual tax rate, the data with regard to the products manufactured by a specific company being investigated and directly exported to Taiwan must be submitted for review. Subject Product
1. Name of the Product: Offset printing plate. Here, there are three types, Precoated sensitized Plate (PS, also known as Conventional Plate), Computer to Conventional Plate (CTCP, also known as UV CTP Plate), and Computer to Plate (CTP).
2. Scope of the Product:
(1) The substrate thereof is treated aluminum or aluminum alloy made of up to 90% aluminum, coated with emulsion which reacts to the light such as ultraviolet and violet, or thermal.
(2) Thickness: between 0.135mm and 0.44mm.
(3) Length: either side thereof is larger than 255mm.
(4) The goods involved in the case imported from China will be investigated regardless of whether they were produced in China or not.
(5) Reference CCC Codes: 3701.30.00.108, 3701.30.00.206, and 3701.30.00.901.
(6) Use of the Product: The downstream manufacturers will use the offset printing plate to print presswork such as magazines, newspapers, books, flyers, textbooks, packaging paper (boxes), instruction manuals, calendars, business cards, and aluminum cans (beverages).
Period of Investigation: The investigation period starts from Apr. 1, 2022 to Mar. 31, 2023 for the purpose of antidumping. The Ministry of Economic Affairs ("MOEA") will further announce the period of investigation for injury investigation.
